VHOA ANNUAL HOA MEETING MINUTES
The HOA conducted the annual meeting on 3 March, 2012. In addition to the President (Mr. Dave Brown) and Treasurer (Joe Bommarito), and the two At Large Directors (Carl Stone & Lisa Kortz) seven other property owners representing six homes were present, for a total of 8 properties.
Calling of the Roll and Certification of Proxies was conducted. Thirteen signed Proxies were received. Proxies were voted by the Proxie holder.
The President opened the meeting with the Order of Business, conducted the Quorum Call, and provided general remarks and comments. All present introduced their selves and were acknowledged.
The President made his report with no old business pending. The Treasurer provided the Annual Financial Report and the financial Audit Report for the years 2006 to 2011.
Enforcement of Bylaws & Restrictions Committee:
The filing of liens with administrative charges against properties with delinquent annual HOA Dues was addressed. No one wants to file a lien against their neighbor’s residence. Historically the rental properties and foreclosures are the delinquents. The Association relies on the HOA Dues to maintain Vizcaya. Everyone buying into Vizcaya knows Association Dues are not optional. The 2012 HOA Dues are $150 and a all owners are provided ample opportunity to pay their dues. Liens are prepared and filed approximately 30-45 days after the due date annotated on the annual Association letter. 2012 dues were payable NLT 3-4-12. An additional $75.00 is added to the lien for administrative expenses (lien preparation, notary, roundtrip mileage to the courthouse - 30 miles, and recording. The administrative fee also includes the preparation of the lien cancellation, notary, roundtrip mileage to the courthouse, and recording) incurred by the Association. Total: $225. There is no lien forgiveness; all liens must be paid in full. A vote was taken, 24 voted in favor of continuing the HOA lien practice. Note that liens are also filed against the foreclosed homes. We usually collect anywhere from 12 to 18 months worth of dues when the property is resold.
Landscaping Committee:
1. No Soliciting at the entrance to Vizcaya.
2. Island lighting: New LED lighting was installed on the north end of Median Island.
2012 Improvements
1. Island plantings: 120 color annuals were planted on the south end of the entrance island.
2012 Proposed Improvements
1. Entrance lighting: Obtaining estimates to extend power/lighting from island to east/west entrance.
2. North commons: Shopping for 2 replacement plants.
3. Milan commons: Ascertaining feasibility of upgrading Milan common area.
4. Irrigation: Waiting on Gulf Beach sidewalk before improving highway sprinkler system.
Architectural Review Committee: A motion was made to make the existing style and color mail box post/mail box the Vizcaya standard. These are the same mail box post/mail boxes installed on each hthe original developer (JBL).
BRM Homes was held to this standard on the three homes it built in 2011. A vote was taken: 23 Yes and 1 No.ouse by 2.

Sadly we report that our 2011 Secretary (Ms. Shannon DeMarco) is moving and could not participate in 2012. Thank you for a job well done Shannon, you will be missed.

The large pampas grass clumps around the manhole cover at the end of Vizcaya Drive has been removed and replaced with sago palms.
The photo above shows the transplanted sago palm trees which were removed from the east and west side shrub beds at the entrance for safety purposes when entering Gulf Beach Highway.
The view to the east for on coming traffic is greatly improved and an asset to the safety of our community. The view to the west has also improved.

An early morning hit and run leveled the mailbox and post unit for 4956 Vizcaya Drive which is a home in foreclosure. Your associations board of directors promptly took action and contacted both the ESCO and FHP about the problem. We further took action and located the car that hit the mailbox assembly parked a short distance down the street.
After checking the car over for damage we made pictures of the said car's damage, license plate, and side shot. We then made pictures of the mailbox damage, tire pattern, curb impact area.
A copy was made to the associations picture folder and copies produced for use by FHP. The FHP patrolman took down the information about what happened, took the photo's and then posted a BOLO for the car which had departed before his arrival.
The end result was the FHP apprehended the driver of the said car on Navy Blvd around noon. To put it short the driver no longer has a job since the car was a company car. The owner of the business is now working with your Vizcaya Homeowners Association to pay for the complete replacement of the mailbox assembly.

We have a new neighbor moving into our community.
They bought the home at 5021 Vizcaya Drive. That is the first home on the left at the entrance.
Please give them a great Vizcaya welcome when you see them moving into their new home here in warm Northwestern Florida after leaving Ohio.

BRM Home-builders has cleared lot 34 and set the forms for the foundation.

Lot 34 will be the building site of the spec home, look for the construction to start within the coming week or so.

JBL sold their four vacant lots 34,35,36, and 37 today to BRM Residential Homes, Inc.. The builder plans on building a spec home in the not too distant future.

This is a brief update on our community.
We received all of our 2010 Association dues with exception of the three (3) homes that are under foreclosure.
A lien will be filed once again on these properties.
Under common area landscaping the red mulch application is complete along with applying weed & feed / plus lime to the grass covered areas.
Lisa has transplanted some new flowering plants into the front island bed. We should be seeing some color as the plants grow larger.
We have a newly installed water faucet plus a hose available in the western flower bed for watering newly set out plants.
The dollar weed problem has returned worst than ever this year. We will be applying weed killer to all common area surfaces along Gulf Beach Highway to control this growth. This will most likely require several applications before a slow down is seen. Do not be alarmed when you start seeing brown dead areas now covered by grass, this just the weed killer in action.
The palm fronds on the entrance island will be getting trimmed this weekend. The palms in the side beds will trimmed later.

The Vizcaya Homeowners Association Website http://vizcayahoa.yolasite.com was brought to life on February 20, 2010 by your resident in-house webmaster and is in the final build process utilizing a cost free server for non profit associations. The Annual Vizcaya Homeowners Association Meeting was conducted on February 13, 2010 at 9:00 AM in the Southwest Library meeting room.
The minutes to the meeting are as follows:
The meeting was brought to order at 9:15 AM to give time for more homeowners to enter since it was such a cold morning.
Our annual meeting in 2011 will be scheduled in late March or early April with the aim for warmer weather. The reservation of the library meeting room will be the only conflict.
The election of the Board of Directors for 2010 was held.
The association members present selected the following directors.

New Business: All association members present are vastly concerned about the continued preservation of the appearance of our community and keeping it within our Covenants, Conditions, and Restrictions standards. The biggest problem brought up during discussion was that some tenants fail to follow our standards by parking in the street overnight, parking on the grass, trashy lawns, failure to keep their lawn / flowerbeds properly, and the biggie noise.
The state of the economy and the slow sales of new homes and resales earned the attention of all present. We have four homes listed for sale, four in foreclosure, and JBL has four undeveloped lots up for sale. Our diamond in the rough to attract new homeowners is to keep Vizcaya as attractive as possible by keeping our community up to Vizcaya Standards,which is the same thing that caused all of us to build or buy our homes.
Landscape maintenance to our common areas was discussed.
Russell Carr Lawn Service and Quality Lawn Service were suggested for bids. The outcome was the selection for Russell Carr to continue to keep our common areas up to Vizcaya Standards.
The meeting adjured at 10:15 AM.
Your board of directors man on the street talks with homeowners continues to hear about our No Soliciting Policy being violated by sales persons and vendors. If a violator shows up at your door please inform them of our No Soliciting Policy and tell them to vacate the neighborhood now and if they do not do so that you will call the Sheriffs Office. The telephone number is 436-9630 to call in a complaint about their failure to leave Vizcaya, give a description of the violator when place your call. If they become abusive in language in any way or actions become violent call 911. That person at your door may be casing your home and our community.
Pet owners are reminded that Florida has a leash law so keep your dog under control and not running loose. Your dog on the loose can easily terrorize a homeowner and their pet during their walk, not to mention the deposits being left on lawns and the street. You do not need a visit from animal control so live within both the Florida laws and Vizcaya Covenants.
Freeze damage to palms, shrubs, bushes, and some trees are apparent in Vizcaya landscape areas. Patience before removal or pruning back on a damaged plant is needed in some cases. Just wait before you act and look for new growth to appear and then prune off the damaged areas. Some of the pretty palms may be damaged beyond recovery in some of our landscapes.
The websites home page current picture will be replaced by a picture of our newly landscaped entrance island when the foliage and flowers start to show the efforts of our "Flower and Foliage Lady Lisa."
The Board of Directors needs the Email address of all homeowners with internet access, so please send us an Email along with your name, telephone number, and address for inclusion in Vizcayas data files. This website and Email is the Board of Directors method of saving our association by avoiding using snail mail when ever possible.
Fellow homeowners it is a must for all homeowners to pay their annual dues to the Vizcaya Homeowners Association on time. These funds pay for the expenses of maintaining our common areas, insurance, and utilities. Your Board of Directors appreciates your cooperation in this matter by paying on time.
